The Ministry of Planning, Economic Development, and International Cooperation has launched sessions of national dialogue on its “Egypt’s Narrative for Economic Development: Reforms for Growth, Jobs and Resilience”. The initiative, which comes under patronage of Egypt’s Prime Minister Mostafa Madbouly, was announced on 7 September 2025 by Minister Rania al-Mashat. Attending were ministers, multilateral and bilateral development partners, the private sector, and all relevant stakeholders.
Broad Participation
Following the launch of Egypt’s Narrative for Economic Development on the Ministry’s website on 14 September, Dr Mashat held intensive sessions with independent economists, parliamentarians, party representatives, writers and intellectuals, editors-in-chief, media representatives, and the private sector.
The Minister expressed her appreciation for the significant momentum created by Egypt’s Narrative for Economic Development since its launch earlier this month, particularly among specialists. She explained that the government welcomes all opinions, and that the purpose of the national dialogue is to provide an opportunity for all stakeholders and economists to contribute their views, insights, and valuable recommendations.
She noted that national dialogue represents one of the stages in the preparation of Egypt’s Narrative for Economic Development, the drafting of which began in October 2024. Its purpose is to expand participation by different stakeholders; particularly economists, think tanks, and the private sector, in discussing proposed policies and alternatives. Sessions are scheduled to continue with universities and research institutions over the next two months.
Extensive Discussions on Key Themes
The various sessions of the national dialogue included in-depth discussions on: macroeconomic stability, foreign direct investment, industrial development and foreign trade, labour market efficiency and flexibility, and regional planning for localising economic development.
Egypt’s Narrative for Economic Development provides a comprehensive framework that integrates the Government Action Programme for 2024/2025-2026/2027 with Egypt’s Vision 2030. It reflects the ongoing changes imposed by regional and global developments, with the aim of transitioning to an economic model based on consolidating macroeconomic stability, focusing more on high-productivity sectors with strong export potential, capitalising on Egypt’s advanced infrastructure, and redefining the role of the state in the economy to enhance competitiveness and stimulate private sector participation; all building on Egypt’s economic reform trajectory.
The Narrative also serves as both an economic reform programme and a promotional tool to highlight the foundations of Egypt’s economy. It outlines structural reforms that support growth, job creation, and investment, while emphasising private sector participation, showcasing available financing alternatives, and highlighting promising sectoral opportunities.
