A memorandum of cooperation was signed on the morning of 28 January between the Egyptian government, represented by Giza Governorate, and Polar Hydro Company, to implement a solid waste management and treatment project in Shabramant.
The memorandum was signed by Secretary-General of Giza Governorate, and the CEO of Polar Hydro. Attending the signing ceremony were British Ambassador to Egypt, Mark Bryson Richardson; Lieutenant General Kamel al-Wazir, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport; Manal Awad, Minister of Local Development and Acting Minister of Environment; Hassan ElKhatib, Minister of Investment and Foreign Trade; and Adel al-Naggar, Governor of Giza, as well as senior officials from the relevant ministries and authorities.
Under the agreement, funded by Polar Hydro, the 714-acre Shabramant landfill will be transformed into a state-of-the-art bio-factory and a sustainable public park. Operating as a special economic zone, the project will use advanced Z4 biotechnology to process 30 million tons of accumulated waste into high-value export products, including biofuels, fertilisers, and industrial graphite.
According to Dr Awad, the project should treat at least 5,000 tons of waste a day, waste generated across Giza Governorate. The project involves rehabilitating the old Shabramant disposal site to eliminate its negative environmental impacts, operating the sanitary landfill established through infrastructure projects, and managing and operating the intermediate waste transfer stations in Kerdasa and Maryouttiya.
The Acting Environment Minister explained that the project is part of the government’s efforts to implement an integrated solid waste management system, maximise recycling, and ensure environmentally safe waste disposal.
According to Giza Governor, the project will expand recycling activities, apply advanced technologies, and provide a comprehensive solution to the old disposal site, while managing waste transfer operations to the Shabramant treatment facility.

A Polar Hydro representative said the project highlights the importance of international cooperation in driving economic growth and environmental restoration, adding that it will create around 52,000 direct and indirect jobs.
